Ministry documents reveal problems at charter school 

A leading Northland principal says a charter school near Russell was dysfunctional from day one - and has needed micro-managing by the Ministry of Education, to prop it up.
Critics of a charter school near Russell are describing the costs needed to run it as 'obscenely high,' and say the money would be better spent elsewhere.
